The handbook is one of the results of the German-Romanian ”Child offenders“ Twinning Project, the first EU Twinning project ever realized in the youth field. The Twinning Project was finished in July 2009.

This Handbook is intended as accompanying literature for training organized by the German-Romanian ”Child offenders“ Twinning Project, the first EU Twinning project ever realised in the youth field.

It is the general aim of the handbook, and of the guidelines, legal frameworks and practical socio-pedagogic methods presented in it, to ensure the quality of new specialized services working with criminally non liable child offenders that are being build up in Romania today. Moreover, this handbook aims at contributing to innovative social practice with child offenders from the theoretical and political perspective of promoting the rights and competencies of children, including those who have become offenders, and empowering them and their families.
