In November 2009, the youth unemployment rate (under-25s) was 21.0% in the euro area and 21.4% in the EU27. In November 2008 it was 16.6% in both zones. The lowest rate was observed in the Netherlands (7.5%), and the highest rates in Spain (43.8%) and Latvia (36.3% in the third quarter of 2009).
The euro area (EA16) seasonally-adjusted unemployment rate was 10.0% in November 2009, compared with 9.9% in October. It was 8.0% in November 2008. The EU27 unemployment rate was 9.5% in November 2009, compared with 9.4% in October. It was 7.5% in November 2008. For the euro area this is the highest rate since August 1998 and for the EU27 since the start of the series (January 2000).

Based on these latest data on youth unemployment, DG EAC D1 has calculated the percentagewise
change in each of the Member States in the last 12 months (see attachment). Some numbers:
Since the start of the economic and financial crisis, the youth unemployment rate has increased
by 28,9 % in the EU27.
Percentagewise, the Czech Republic has the highest rise in youth unemployment, with an increase
of almost 89 % from November 2008 until November 2009.
All EU Member States but 3 (Germany, Luxembourg, Portugal) show a double digit increase in
youth unemployment in the last 12 months
14 Member States have seen a rise in youth unemployment of more than 40 %. Ten of these
countries are the new EU Memberstates (all apart from Romania and Malta).
