Council of Europe addresses member states to ensure full inclusion of children and young people with disabilities

This calls on a better entrenchment in national legislations, to give more rights to children as well as young people with disabilities.

Youth Employment: Commission welcomes Council agreement on Youth Guarantee

A political agreement has been reached on the proposed Youth Guarantee Recommendation at the EU's Council of Employment and Social Affairs Ministers on 28th February. ILO: Global Employment Trends for Youth 2012

The ILO study examines the continuing job crisis affecting young people in many parts of the world. It provides updated statistics on global and regional youth unemployment rates and presents ILO policy recommendations to curb the current trends. Nearly 75 million youth are unemployed around the world, an increase of more than 4 million since 2007. Medium-term projections (2012–16) suggest little improvement in youth labour markets. By 2016, the youth unemployment rate is projected to remain at the same high level.

The Ministry of National Education of Poland has put out a call for facilitators and trainers from EU member states, Eastern Europe and Caucasus countries to become a facilitator in the UE Youth Conference that will be held in Warsaw (5-7 September). The Youth conference is organised by the Polish Presidency of the Council of the European Union. The conference will collect young people’s recommendations about main obstacles, added values, benefits, as well as action and tools needed to further develop youth mobility and cooperation between EU and neighboring countries. A special focus will be given to Eastern Europe and Caucasus.

The Eurobarometer Survey on Youth Mobility for Education and Training

According to figures published by the latest Eurobarometer Survey, only one young European out of seven has been abroad for education or training. The research also shows that more than half of the young people interviewed are keen to go to live abroad so as to expand their education but lack of funding discourages or prevents many of them to step forward.

New UN report alerts on global record youth unemployment rate

The special issue of this UN youth unemployment report analyses the impact of the global economic crisis on youth. According to the report, the global youth unemployment rate is at a record high and is expected to climb even higher in the course of the year. Of the world’s 620 million economically active youth between the ages of 15 and 24, 81 million were out of work at the end of 2009, the highest number ever. The youth unemployment rate climbed from 11.9 per cent in 2007 to 13 per cent in 2009.

Study on young people's participation in European elections in Slovakia

Slovakia belongs to a small group of countries (BG, PL, LV, EE), which had an overall trend of reducing participation in the elections to the EP. In 2009, Slovakia recorded a growth in participation of 2.7 points, compared to 2004 (16.9% to 19.6%). The highest electoral failure had been observed in Slovakia (80.4%), in Lithuania (79%) and Poland (75.5%).

Increase in youth participation at EP election: impact of an European Citizenship project on Slovak students.

Slovak Republic achieved the lowest voters turnout in the European Parliament elections both in 2004 (16.9%) and in 2009 (19.6%). The slight increase in the turnout that was recorded in 2009 was with the first-time voters aged 20-23. The evaluation of the voters mobilization has been done by experts who claimed that the only difference between the pre-election campaigns in 2004 and 2009 were mobilization projects focused on students. These projects were financially supported by the European Parliament and the European Commission. One of them was the project SEP (Student European Parliament) of the Department of Political Science, University of SS. Cyril and Methodius in Trnava. During 6 months this project developed activities focused on broadening the student’s knowledge about the European Union and the European Parliament.

Latest figures on youth unemployment in the EU27

In November 2009, the youth unemployment rate (under-25s) was 21.0% in the euro area and 21.4% in the EU27. In November 2008 it was 16.6% in both zones. The lowest rate was observed in the Netherlands (7.5%), and the highest rates in Spain (43.8%) and Latvia (36.3% in the third quarter of 2009). The euro area (EA16) seasonally-adjusted unemployment rate was 10.0% in November 2009, compared with 9.9% in October. It was 8.0% in November 2008. The EU27 unemployment rate was 9.5% in November 2009, compared with 9.4% in October. It was 7.5% in November 2008. For the euro area this is the highest rate since August 1998 and for the EU27 since the start of the series (January 2000).

The M.A. European Youth Studies Consortium held its 7th preparatory meeting in Ghent in Belgium on 25 and 26 April 2009. The meeting was hosted with the support by the Partnership between the Council of Europe and the European Union, the University of Ghent, and the Flemish authorities responsible for youth affairs. This meeting was immediately followed on 27 April by an information and consultation meeting with a selection of key stakeholders from the Council of Europe, the European Union institutions and their committees and the European youth non-governmental sector. Report on drug use among European youth: fall in cigarette smoking but small continuous increase of heavy episodic drinking

Supported by the Council of Europe’s drug abuse policy body – the Pompidou Group, a multi-national study of tobacco, alcohol and illicit drugs use amongst 15-16 year-old European students was released on the 26th March 2009 as part of the European School Survey Project on Alcohol and Other Drugs (ESPAD). Trend developments over the 12 years of the ESPAD project indicate a fall in smoking in a majority of the countries. The situation is more or less unchanged as regards alcohol use in the past 12 months and the past 30 days. On the other hand, heavy episodic drinking shows a small but continuous increase throughout the period. Use of illicit drugs is still dominated by cannabis use. Four out of the six countries that had the highest prevalence for cannabis in 2003 show a decline in 2007, and not a single country displays an increase for recent use of cannabis. The overall impression regarding illicit drug use is that the upward trend between 1995 and 2003 now has come to a halt, with a slightly lower figure in 2007 than in 2003.
