Youth policy cooperation
In 2005 the EU-CoE youth partnership, together with several national and regional partners, initiated a process of youth policy cooperation in the broader Euro-Mediterranean region, with a view to fostering greater cooperation between youth policy stakeholders.
The process started in Alexandria in 2005, with a seminar on “Youth Policy - Here and Now!”, jointly organised with the Swedish Institute in Alexandria and the Swedish Board of Youth Affairs. It was taken further in Cairo in 2006, with an international round table on “Youth policy and research development in the Euro-Mediterranean co-operation framework”, organised at the invitation of the League of Arab States, the Swedish Institute in Alexandria and the EU-CoE youth partnership.
The process of youth policy co-operation has inter alia significantly contributed to the recognition that co-operation among institutions responsible for youth policy (public and private) is essential to intercultural dialogue and to the Euro-Med projects in which young people take part.
Youth policy activities have also, undoubtedly, resulted in an expansion of of partnerships and co-operation with a variety of institutions concerned by Euro-Mediterranean and Euro-Arab co-operation, including the League of Arab States. In this respect, too, the EU-CoE youth partnership is playing a leading and innovative role.
Seminar ‘Empowerment of youth organisations and youth-led civil society initiatives in the South-Mediterranean framework’
Malta, 22-24 March 2012
This seminar was organised by the EU-CoE youth partnership in cooperation with Maltese Youth Agency (Aġenzija Żgħażagħ), League of Arab States, North-South Centre of the Council of Europe and the Euromed Youth Platform.
The majority of the 60 participants were young leaders from Southern Mediterranean countries, -mainly Tunisia, Egypt and Morocco -, as well as multipliers of European youth organisations, representatives of the organisers and other stakeholders (UNFPA, Anna-Lindh Foundation).
Main aim of the seminar was to provide youth non-governmental organisations and stakeholders with the opportunity to reflect upon recent developments and their implications as regards the empowerment and participation of young people. At the same time, the seminar was seen as the first step of a renewed youth policy cooperation taking into account the window of opportunity resulting from political changes in the aftermath of Arab spring in a number of countries.
A number of issues that have been repeatedly raised by young Arab leaders and stakeholders were the following:

Stakeholders should go beyond the level of analysis of Arab spring and act quickly in order to support (youth) civil society initiatives and progressive forces to establish inclusive democracies;

A majority of young people who contributed to the developments of Arab spring was not anymore participating in the transition to democratic societies: they did not vote in recent elections and do not feel represented by traditional parties;

With many civil society movements focusing on the competition over participation in power, other relevant issues such as human rights or equal opportunities risk of losing prominence.
The proposals gathered from young people at this seminar will feed in a youth policy symposium in Tunisia (28-29 August 2012) which aims at enabling a structured dialogue between young people and (youth) policy makers.

Seminar ‘Euro-Arab youth policy co-operation in the Broader Euro-Mediterranean context’
Sharm El Sheikh, Egypt, 1-3 June 2010
The seminar aimed at mutual exchange of knowledge and update of information about youth policy developments and development of the competences of Arab and European youth policy experts by exploring and learning together the “essentials” of youth policy and how they are and could be practiced in European and “Mediterranean” countries. It is expected to have a clear multiplying effect by helping to build a group of experts based on a shared understanding of youth policy and youth research. This builds on the needs previously identified in the EU-CoE youth partnership for building up knowledge and experience in youth policy, and also on the conclusion of the Arab Human Development Report which, among others, places emphasis on the development of policies that are inclusive of young people.
The seminar brought together civil servants, leaders in non-governmental youth organisations, and youth researchers.

Seminar 'The role of youth participation and civil society in youth policy and youth work development in the broader Euro-Mediterranean context'
European Youth Centre Budapest, 24 - 27 October 2007
This was the third seminar in a process of Euro-Med co-operation about youth policy development which started during 2004. The aim was to explore the underlying values, concepts, principles and forms of youth participation, to obtain a better understanding of the sociocultural context of youth participation and give thought to various factors influencing youth participation, to exchange examples of youth participation practice, to analyse related achievements and challenges, to discuss the roles of the different players (youth organisations, international/regional institutions and agencies) in fostering youth participation in all areas of concern to young people, to identify the key areas in Euro-Med cooperation for youth participation and youth policy development, and to plan follow-up initiatives enhancing youth participation (in political processes) and practical ways in which young people can contribute to intercultural dialogue.
The seminar brought together young leaders, youth workers and trainers, youth researchers and youth policy-makers with experience of work on the subject of youth participation in decision making.

Seminar 'The role of research in youth policy and youth work development in the broader Euro-Mediterranean context'
Cairo, Egypt, 27-30 November 2006
This seminar provided an opportunity for youth researchers, youth workers and governmental representatives to reflect together on the particular role of research in the development of youth policy in order to develop an exchange process, co-operation and joint activities between the fields of youth research, youth work and youth policy development. This seminar is a result of co-operation between the EU-CoE youth partnership, the Bibliotheca Alexandrina, the Council of Europe’s Directorate of Youth and Sport, the Egyptian National Youth Council, the League of Arab States, the Swedish Institute in Alexandria and the Swedish National Board of Youth affairs. It was intended for participants involved in youth research, youth work and youth policy development, more specifically those falling into one of three categories: youth researchers, youth workers/youth NGO representatives and government representatives/civil servants.

International round table: 'Youth policy and research development in the Euro-Mediterranean co-operation framework'
Cairo, Egypt, 29 May 2006
As part of the process of follow-up to the youth policy seminar, this international round table brought together major intergovernmental, governmental and non-governmental partners in the fields of youth research and youth policy within the Euro-Mediterranean region with the aim to exchange experience and information and extend co-operation in the region. All partners acknowledged the need to involve researchers in the policy-making process and supported the idea of organising a high level Euro-Med conference to consider youth policy co-operation.

This was the first Euro-Med activity on youth policy, held to discuss experience and current practices in the countries of Europe and the Middle East in the field of youth Policy and youth participation. It was organised in co-operation with the Swedish Institute in Alexandria, the Swedish National Board for Youth Affairs and Egypt's Ministry of Youth.
