Council of Europe
In the Partnership Agreement between the European Commission and the Council of Europe in the field of youth policy, youth research and youth work, the European Commission is involved through the Directorate of Youth and Sport.
The Council of Europe has defined the following priorities in the youth sector for 2009:
1. Human Rights Education and Intercultural Dialogue, with special emphasis on
- youth promoting intercultural dialogue and the peaceful transformation of conflicts with a human rights perspective;
- youth promoting inter-religious co-operation;
- developing networks of trainers and multipliers in Human Rights Education with children and young people;
- supporting and promoting good practice in Human Rights Education and intercultural dialogue at the local level ;
- supporting the quality and recognition of Human Rights Education and intercultural dialogue in formal and non-formal education.
2. Youth Participation and Democratic Citizenship, with special emphasis on
- promoting and sustaining the role of youth organisations in the development of democratic participation;
- sharing about and supporting innovative ways and forms of youth participation;
- fostering development of youth work projects for European Citizenship throught the Youth Partnership with the European Commission.
3. Social Cohesion and Inclusion of Young People, with special emphasis on
- facilitating the access of young people to working life and to social rights;
- promoting youth work and youth policy responses to violence.
4. Youth Policy Development, with special emphasis on
- developing and promoting standards for youth policies, in connection with Child policies in the Council of Europe and its member states;
- fostering the recognition of non-formal learning and youth work;
- promoting production, dissemination and use of knowledge on the situation of young people in Europe;
- furtherting the quality and sustainability of European youth work and non-formal education.
Each programme is split up into different projects, each one with specific objectives for 2009.
These priorities are pursued through a wide range of activities, including training courses, study sessions, intercultural language courses, seminars, symposia, expert meetings, research, publications and advice on youth policy development. Special emphasis is given to ensuring and further developing their quality.
