Management structure of the EU-CoE youth partnership
All decisions are taken jointly by the two partners, the European Commission and the Council of Europe. To consult each other, to take decisions and to steer activities the partners set up an EU-CoE youth partnership management board. The management board is co-chaired by representatives of both, the European Commission and the Council of Europe. Delegations are composed of European Commission and on side of the Council of Europe, staff members of the secretariat and representatives of the statutory bodies. The two institutions also invite the staff of the EU–CoE youth partnership team to the management board meetings. The European Youth Forum is invited as an observer. The Partnership Management Board meet at least once a year. Meetings are held in Brussels and Strasbourg alternately.
In order to involve other stakeholders and partners in co-operation, "Partnership Advisory Group" have been set up. In addition to the EU-CoE youth partnership management board meetings, an EU–CoE youth partnership advisory group is invited at least once a year to contribute to the definition of content and to strengthening synergies between various stakeholders involved. The European Youth Forum, representatives of the National Agencies and SALTO Resource Centres of the European Commission's YOUTH IN ACTION programme, the Eurodesk network, representatives of the statutory bodies of the Council of Europe in the youth field, policymakers, researchers or other interested parties are invited to these meetings. The EU-CoE youth partnership management board decides on the size, structure and scope of the EU-CoE youth partnership advisory group, its working methods and the frequency of its meetings. The Partnership Advisory Group replaces the earlier Partnership Sectorial Groups “European Citizenship, Quality and Recognition”, “Euro-Mediterranean Co-operation, Human Rights and Intercultural Dialogue” and “Better Understanding and Youth Policy” and the Partnership Consultation Meetings which existed until end of 2009.
